ACLU sues Kansas City school district after young child handcuffed, reports say
The 7-year-old boy was taken to the principal's office in handcuffs, the lawsuit says. KANSAS CITY, Missouri -- The city's school district is being sued for a 2014 incident in which a 7-year-old student was handcuffed by a resource officer after crying and disrupting a teacher's class, reports say. The American Civil Liberties Union filed the lawsuit in federal court in Kansas City on behalf of the student, the Kansas City Star reports. The incident reportedly occurred in April 2014 at George Melcher Elementary School. The Associated Press reports the boy was told to change seats but refused because it would place him near a student who had bullied him in the past. The boy, who reportedly has a hearing impediment, began "crying and hollering," attracting the attention of school resource officer Brandon Craddock. The Star reports the lawsuit says the boy began to quiet down when Craddock entered the room. Craddock twice asked the boy to step outside into the hallway. The lawsuit states the boy became "frightened" when he went into the hallway and again began crying while trying to walk away from Craddock. According to the lawsuit, "Instead of stopping or employing any de-escalation techniques, Defendant Craddock twisted (the boy's) arms and handcuffed ... his arms behind his back, and then led him to the front office in handcuffs."  The boy was less than 4 feet tall and weighed less than 50 pounds at the time of the incident, the lawsuit says. He reportedly sat in the office handcuffed for as long as 15 minutes. The school district, Craddock and Principal Anne Wallace have been named as defendants in the lawsuit. It seeks an unspecified amount for damages and lawyers' fees. The boy's mother removed him from the school and home-schooled him for two years, reports say. The boy, now 9, returned to public schools this year.
