Avon police sergeant admits having a beer before drunken-driving arrest (video)
An Avon police sergeant arrested on drunken-driving charges told a state trooper he had a beer before the Labor Day traffic stop. Watch video AVON, Ohio -- An Avon police sergeant arrested on drunken-driving charges told a state trooper he had a beer before the Labor Day traffic stop. Sgt. George A. Ruple, 37, of North Olmsted, told the trooper in a conversation captured on dash cam video that he had one beer about an hour before the traffic stop . The trooper later replied, "I don't believe you had one beer," and placed Ruple under arrest. Ruple on Wednesday pleaded not guilty to charges of operating a vehicle under the influence of alcohol and driving outside of marked lanes. Avon Municipal Court Judge Darrel Bilancini granted Ruple limited driving privileges to attend work and doctors' appointments pending the outcome of the case. Previous coverage: Avon police sergeant granted limited driving privileges after drunken-driving arrest A state trooper stopped Ruple's car about 2:17 a.m. Monday on Kinzel Road near Stoney Ridge Road in Avon. The video shows Ruple performing field sobriety tests. He walks a straight line, placing heel to toe, and holds one foot off the ground while counting to 27. The trooper can be heard telling Ruple he pulled him over because he went left of center and he was traveling faster than the 25 mph posted speed limit. After Ruple is handcuffed and placed in the back of the patrol car, what appears to be an Avon police SUV drives by. An unidentified officer then gets into the driver's seat of Ruple's car and drives away. Ruple was taken to the Sheffield Police Department for testing and released to another adult, a state patrol sergeant said. The 12-year veteran of the Avon Police Department has taken off from work since the incident. It's unclear when he will return to work. Ruple is due back in court Sept. 20. Avon police will decide whether Ruple will face discipline once the case makes its way through court. AVON, Ohio -- A judge granted limited driving privileges to an Avon police sergeant arrested on a drunken-driving charge, according to court records.  Avon Lake Municipal Court Judge Darrel Bilancini on Wednesday granted Sgt. George Rupel's attorney's request for a stay on a driver's license suspension to allow him to attend work and doctors' appointments pending the outcome of the case, a court clerk said. The Ohio Bureau of Motor Vehicles automatically suspends the licenses of every person cited with drunken-driving charges in the state, the clerk said. Rupel, 37, of North Olmsted pleaded not guilty to charges of operating a vehicle under the influence of alcohol and driving outside of marked lanes. He is due back in court Sept. 20. An Ohio State Highway Patrol trooper pulled Ruple over at 2:17 a.m. Monday on Kinzel Road near Stoney Ridge Road in Avon. Ruple was driving left of the center road line, a state patrol sergeant told cleveland.com. Avon police Chief Richard Bosley said Thursday morning that Ruple had taken off from work since the incident and the chief had not received paperwork about Rupel's driving privileges from the court. Bosley did not know when Ruple would return to work. Ruple is a patrol supervisor and has been with the Avon Police Department for 12 years. He was an officer with the North Ridgeville Police Department for five years before that, Bosley said. Avon police will decide whether Bosley will face discipline once the case makes its way through court. "We want to make sure we have all the facts," Bosley said. Cuyahoga County Sheriff's Department corrections sergeant was removed from a special assignment after he admitted he did not review surveillance footage of two uses of force that resulted in the firing of corrections Cpl. Brendan Johnson. CLEVELAND, Ohio -- A Cuyahoga County Jail sergeant was disciplined after he failed to review jail surveillance video that showed an officer under his command pepper spraying two female inmates. Corrections Sgt. Mark Thevenin, a 22-year veteran, was written up and removed from the county's special response team after his bosses found that he willfully violated department policy and failed to review the video of the May incidents, according to disciplinary records provided by the Cuyahoga County Sheriff's Department. Cpl. Brendan Johnson was fired in July after the department found that he used excessive force against the two inmates on May 8 and May 10. Thevenin knew about the incidents the day they happened, which under department policy should have triggered him to review surveillance footage of the incident. He did not review it, or submit his own report detailing the investigation. In a written statement given to his bosses in response to the internal charges, his union attorney wrote that Thevenin "did not purposefully not review the footage." Rather, that shift was busy and the footage had not been downloaded, the attorney wrote. Thevenin also said that he found no reason to review the footage based on Johnson's explanation of the incidents, the statement says. The first incident happened May 8 when Johnson sprayed a woman in the face without warning after she refused to talk to him, according to a disciplinary letter. Two days later, Johnson kicked an inmate's legs out from beneath her and knocked her to the ground while she undressed, records say. He pepper sprayed her in the face despite the fact that she posed no threat, according to the the letter. Previous: Jail supervisor fired for excessive force Johnson was suspended for three days in August after he dragged an inmate across a room without giving him a verbal order. That incident is now the subject of a federal lawsuit against Johnson and the department. A month after that incident, Thevenin gave Johnson a glowing review. Thevenin suggested that Johnson should take a promotional exam to become a sergeant and "take more of a role in working with the junior Corporals." Thevenin was hired as a corrections officer in July 1994. After some minor attendance issues early in his career, Thevenin's supervisors gave him high remarks in his reviews.
